Après avoir travaillé comme médecin en France et au Népal, Philippe a rejoint Médecins Sans Frontières où il a acquis une vaste expérience en tant que chercheur travaillant sur le terrain et sur le paludisme et la tuberculose. Il a été pendant six ans directeur scientifique d'Epicentre à Paris, un centre collaborateur de l'Organisation mondiale de la santé pour la recherche en épidémiologie et la réponse aux maladies émergentes. Auparavant, il a été conseiller principal à l'Institut norvégien de santé publique pendant trois ans.
Philippe est directeur de l'Observatoire de données sur les maladies infectieuses (IDDO), dont la mission est de rassembler et d'agréger des données cliniques, laboratoire et épidémiologiques sur certaines maladies sélectionnées liées à la pauvreté et sur les infections émergentes. IDDO s’appuie sur le succès du réseau WWARN (WorldWide Antimalarial Resistance Network), une plateforme scientifiquement indépendante et multidisciplinaire, créée en 2009 pour fournir les informations nécessaires pour empêcher ou alléger la résistance aux médicaments antipaludiques et de cette manière réduire la mortalité, et la morbidité du paludisme.
